Ok, this spammer keeps coming back. I do all that I can, I ban his IP, I make it so new users have to do email validation, I make it so that you can't register more than one name under the same email address, but nothing is working. This guy is really wasting me and my staff's time. What do I do to stop him?

If he keeps using anonomous IP addresses and has no account here, then theres not much IF can do through abuse.

Try getting an IP finder that will tell you information on the IP, and thatll allow you to contact there internet provider.

If they're using a proxy, looking up their IP will be useless.

Admin validation should help some.
So would restricting new members from using the PM system and to posting in certain areas until you're reasonably sure they're not troublemakers.
You could also wildcard ban their IP range if the IP's are always similar, though that might ban a few innocent people as well, and you could wildcard ban (at least temporarily) all the popular free email providers, so they'd have a harder time creating new ones to register with.
Or, you could just do what we do and try to have staff on most of the time who can take care of matters as they arise.
There really aren't too many effective things you can do and still keep an open community or website, unless they really don't know much about computers and the internet. :/

You can report boards which are owned by a person under 13 using the report feature, as long as they are on InvisionFree

Members which have joined this forum under 13 without sending in a COPPA form can be reported to a com mod AFAIK, as it's breaking the rules

I'm not too sure about people on someone elses board who are under 13, depends if the owner is required to enforce COPPA or not I suppose

I believe you're meant to report it to the Admin of the board if you find a member on another forum under 13 as with or without COPPA, members under 13 are required to fill it out. No COPPA basically means no members under 13.

Not sure what you do though if the admin isn't bothering. :unsure: Maybe send a support ticket or something?
