Auto-Cacheing of PHP files in Windows Folder

I'm running Apache 1.3 with PHP 4.3.10 of Windows XP. I have my PHP.ini file in the C:\windows directory, and was having trouble with low disk space on C:\. I wasn't sure why, since I have very little installed to that drive. Well, a few days ago, I was in the Windows folder to edit the php.ini file, and found thousands and thousands of .tmp files. Turns out that PHP has been cacheing files for the last eight months, and that every file I've ever opened has been cached there. I deleted them all, and freed up over a gigabyte of Disk Space. It didn't seem to affect it at all, performance-wise.

My question is, is it possible to turn this off, and if so, how.
