I've never in my life advertised my forums or mentioned them anywhere.

All my members came through my site.

I think the best thing to do would be to sound like an intelligent person. If you can't spell, run all of your posts through a spell check. Also try making your posts about a paragraph in length.
If you sound intelligent, people will want to join your website, so they will look in your signature and click the link. If they like your message board's qualities, such as it's skin, buttons, theme, and forums they will register.

Which signature link would you click first? Some n00b who doesn't know how to spell a word and is so lazy that he use cheesy abbreviations such as "r" and "u", or someone who has excellent spelling and great ideas?

I find that I can get a lot of visitors on my site using ad sites, signature links, etc. Nobody joins though.

Some of your problems are that your forum dosn't specialize in anything. If it is a forum about "everything", people are not that interested. I am trying to reform my forum, but I have to fight the other admins. They want a board about "everything" and I want a board about Middle Korea. Also, I try not to spam other sites, but it happens. Having a top dollar skin helps. I coded my own skin, but one of the admins was jelaous about me knowing how to code and erased it. Oh well at least you folks don't have my battles.

Word of mouth has helpped me.... I also have let the members help me in deciding what is going to be added. I have 26 members in 5 days but the great part of that is over half of them are active.

It is also linked to my graphic site, but so far nobody has signed on from there.

Advertise, advertise, advertise and more advertising.

Sister sites help me as well. Plugging my forum on big forums, when I'm allowed (of course).

Um, the board directory helped me a lot as well. I got loads of people clicking on my board from that!

I have to say search engines are good but not as good as people say they are. No one found my site from google or yahoo, it was mostly other boards.

I think a word of mouth and putting a link or something in your siggy is the most effective way next to affilating with other site different or similar to you.

My site has 95 members and lots of posts!

When advertising your link in your sig on other sites, don't you get in trouble for that?? I tried once, and I got in trouble!

No, not usually...lol

I'm having all my members add the new sig banner that I made to their sigs on boards that they are active on...usually board owners don't care if you put your banner in your sig, as long as you don't actively recruit people
