I really love this one ;)

What I do not like about having a server in your home PC is that you have to let it turn on forever <_<

If you want to host your own website, you need to install WAMP, then place all of your web pages that you want on your website in the WWW directory. I'm not sure how to setup the domain, all I did was register a domain name with a registrar (like GoDaddy), and had it point to my server's IP address and it worked just fine.

Yes, it usually works fine like that. If you have a dynamic IP (That changes) then it will be a little more complicated

Your IP should work fine.

Make sure the IP you are using is correct.

Have you set up the port forwarding yet?

Remember, you have to reboot before trying to access your files. It happens a lot :r

If you're not sure, check this site from the PC you are using as your server.

Better, go to the command line and type ipconfig, it will tell you your ip ;)

Either way should work, I just thought the site would be faster since he probably already has a browser open.

Use whatismyip.com, as ipconfig will fail if you have any type of network running.
(Or well, not fail, it will just give you the wrong information.)

TheEsp40, could you tell us what exactly you have done, and what is and isn't working?
Awnser the following questions, and add anything you feel might matter.
Did you install a webserver? (Apache is one, WAMP and xamp both use Apache) Which one?
When you go to http://localhost/, what happens?
When you go to http://your.ip.x.x/, what happens?
