I'm building a browser toolbar, but what language is it written in? What should I do, the toolbar will be for IE, FF, and maybe Safari.

It's different per browser. Writing a toolbar is probably easiest for Firefox, which uses a language called XUL (XML User-interface Language), along with JavaScript and CSS. Basically, if you know how to write a web page, you'll know how to write a Firefox add-on (the main difference is that you'll write XUL instead of XHTML). Google "firefox toolbar tutorial" to find detailed instructions.

This method will work for most Mozilla browsers, including Firefox and SeaMonkey, but not for IE or Safari. I'm afraid I can't help you there.
