1) You will need the font called Impacted, not Impact.
2) Type whatever you want in CAPS in white.
3) Select the text layer and goto Layers > Layer style > Blending options, click stroke and change the size to 1 px and the color to black.
4) Next click Bevel and Emboss, change the depth to 1, Size to 0 and soften to 0.
5) Click on Inner Shadow, change the opacity to 33.
6) Click drop shadow, and leave the settings as they are.
7) Click Gradient overlay, i used dark blue (#1E2134) to white with the opacity 38.
8) Goto color overlay and change the color to a slightly darker blue (#132346) and change the opacity to 19.

You should finish with something like this: Posted Image

Try using different colors or mess about with the settings. B)
