*AgnosticAngel agrees with Devious and FA. If it were my family member I'd rather have some kind of memorial feel to it, rather than another building. I can also see how it says even such a tragedy won't stop this city, but still it seems overdone and disrespectful IMO.

The original design of it was for it to look like this:

However, Libeskind' (the creator) didn't have enough funds to complete that design. To be honest with you, I wouldn't call it "hideous"; when he designed it his intentions were to create something in a memorial effect.
