You have to code it yourself. My guess is they did a Dreamweaver/PS combination. And please, for the love of God, learn to spell.

Take a look at the documentation here to learn some information and coding of the PHP language.

If you need a text processor, use jEdit or ConTEXT.

If you want to use php-nuke you can design your own layout for it, but from what I saw, it seems quite a lengthy process. Alternatively, you can write your own CMS but you need to have a really good knowledge of php, so I suggest you buy a php book and learn the basics, then start looking at advanced codes etc. then write your own with your imaginiation. It is hard, and it requires loads of effort ;)

Php is a dynamic scripting language not a design language. So what your trying to do is impossible ;) However, php can be used in conjunction with HTML to create a site with dynamic scripting.

EDIT: if your after a CMS type thing, go with somthing like Nuke or Xoops. These apps can be resource heavy at times, so be careful.

If you want to create something like PHP-Nuke, but dont have any advanced knowledge of PHP, try finding a helpful friend who will provide you with free hosting, which will allow the automatic installation of PHP-Nuke, such as http://www.ireality.net/forums/index.php
