he has already restarted his comp. done a system restore, and all of his icon redirects(right click, properties>etc.) look like they used to..anyone know what this could be?

The system restore should've taken care of that.

Has he done a full restore and reinstalled everything?

I would recommend uninstalling Adobe photoshop, but that would cost alot. So err, I can't think of anything, unless its a virus like Alpha said.

He is using the shortcuts I'm assuming right? If so are the icons for the shortcuts the same as they were before?

Try doing this
go here
C:\Program Files\AIM\aim.exe

Since you said he has AIM and it won't open then try opening the program directly. Tell me what happens after that.
