1. Can you write text/hyperlink on an image? If so how?

2. I tried previewing it on IE and nothing shows up even if I have the page saved on my comp.

That would be the correct way to do it, then use another CSS style to place and format the link above the text.

That's a very bad way to do it, especially if you're thinking about loading times and if you ever want to get a decent rank in SE's.
