Password Protect Board? Admin approved accounts?

I'm trying to make my board so that EVERYONE has to register to access the forum AND the moderator/admin (that's me) must approve ALL accounts. But the way it works now, anyone can register and gain immediate access to the forum. I don't get any email at all asking me to approve/deny their account. How can I set up my forum so that all users must register, then ask me (the admin) to approve their account BEFORE they can gain access to the forum and start viewing/posting messages?

Quantum-locked when observed.

Admin CP -> System Settings -> Security & Privacy

Set "New registration email validation?" to Admin validation.
Set "Get notified when a new user registers via email?" to Yes.
Set "Force guests to log in before allowing access to the board?" to Yes.

Guests will not be able to view the board. New users will go into the Validating user group; you will need to manually approve their accounts through the Manage Validating screen. You can adjust the permission masks of the Validating user group so these users cannot see the board.

Go to Admin CP.........System Settings........Security & Privacy, and choose Admin Validation. By choosing that function you will have to approve every account.

Also.go here, and click yes''Force guests to log in before allowing access to the board?''

Thanks! I put up all those settings, and changed the Permission Masks so that users in the "validating" category cannot view, post, etc. But is there any way for them to have absolutely NO access to the forum whatsoever until they are verified? Or is the only thing I can do is restrict what they can see? There's no way for me to completely shut them out?

Force guests to log in before allowing access to the board click on that option, and if they're trouble maker ban their IP
