I'm an admin on a few forums, and some seem to have an odd registration problem.

Someone will register, but is unable to view the board.

Board Message
Sorry, an error occurred. If you are unsure on how to use a feature, or don't know why you got this error message, try looking through the help files for more information.

The error returned was:

Sorry, you are not permitted to use this board

Yes, we've enabled validating users to see the board, or parts of it.

This has happened three or four times. We can't figure out why. We check all the filters, but there's no reason why they can't see it. As a guest, they don't get the error (as far as I know).
The only "solution" we can figure is for them to change their IP (for example, to use a proxy).

When I test logged into their accounts, it let me through fine, but they still had the problem. So, we've determined it must have something to do with their IPs.

But, like I said, their IPs aren't banned, even through wildcard.

Anyone have a solid solution, or know what we might be doing that's causing it?

Try pressing Ctrl+a then delete in the IP ban area.

Quantum-locked when observed.

Remove any blank or empty lines in the Banned Email Addresses section of Admin CP -> Users & Groups -> Ban Settings. These can cause the board to think that all email addresses have been banned from registering.
