What qualifies as "mimicking" AdSense?; question about advertising / TOS

So what does that mean? What if it looks similar, but clearly doesn't say "Ads by Google," it says "Ads by AdBrite" or something. By mimicking does it mean looks like or is a fake Google ad?

If the ads appeared similar to the ones like the Google ads, but weren't necessarily by google, they would not be permitted.
