Top Menu Problem

Having an issue with my board and I don't know how to fix it. It would seem that non-admins on my board cannot see any sort of top menu (where their Inbox and Preferences should appear). They can use the PM system if they navigate there otherwise, but they can't see the menu nor do they get toast notifications even if they enable them. Our Admins can see the menu -and- get toast pop ups.

Where is this problem likely coming from? I couldn't find an obvious solution. And as an addendum, is it possible to make it so that toast notifications are default, IE opt-out and not opt-in?

The PM toast is opt-out, not opt-in.
I ate the rest of this section, because it's apparently default. I'll keep looking.
I can see the drop menus as a member. Which browser are you using?

Logging in on both Chrome and Safari (for mac) I can't see the menus as a Member. A Firefox windows user is also reporting the problem.

I presume you registered as Alchy; it's worth noting that when you register you come in at the "Applicant" rank. I'll promote you to member.
I'll also add that I have little knowledge of CSS, and that this theme is not my own but one that I found and altered slightly to suit my tastes.

Also, I already tried removing both Javascripts to see of one of them was somehow causing the problem; they aren't.

The issue seems to be that you're using the Validating group as your Member group.

Yep. That's pretty much what EA is saying. And set the Applicant group to be able to be promoted by posts or do it yourself :)

Last question--is there a way to do this change en-masse? I've got 60+ accounts to change; the only idea that came to mind was creating a Member Autotool, but I was wondering if there was a more efficient option.
