You can use an image creation program to make the images and gradients for a skin. the rest of the skin is created useing CSS, or Cascadeing Style Sheets.

I use Adobe Photoshop 7.0 to create the gradient's, I then upload the image's to my host and edit the css (Cascadeing Style Sheets) in my admin control panel. It's really not all that hard once you get used to it.

you can use a variety of things. For instants here's the list that I made for you to see what I used:

Graphics:
Word and Paint

CSS:
Here at IF Skin Zone.

The list goes on and on. There's also a lot of other sites and programs that'll let you make graphics and skins. Just search around. That's what I did.

CSS is Cascading Style Sheets :P

I use Photoshop CS to make my gradients. I just edit the normal default IF CSS while cutting, disecting and adding to it using my brain ^___^

I start with the skin generator I created (go figure) to get my basic colors right, then I go back and fine tune it adding in things like fixed-width table, javascript fixes, side borders, and things like that. For images I use Photoshop CS2.

You can use the skin generator, or make them by yourself.

 It may suprise you to know that I am aware of the fact, my phraseing just was off. The 'or' was meant as the explination of the acronym.

I barely make skins and I make them usually only for my forum but I usually use Adobe Photoshop CS2. Then I take the default CSS and start tweaking it according to my preferences. For the CSS I usually use Microsoft Word to find text (like .maintitle), espcecially if I've to code skins for IPB 2.1 as the style sheet document is much more longer than the one of IF, thus it would be a pain to manually find the different classes everytime.
