No. Not in my case anyway. By the Admins only, I meant that they can pin messages but everyone can see what is pinned.

So only administrators can write a pinned message, but everyone who can see the shoutbox can see the pinned message?

I'm not sure if I can do this but I'm trying to clarify in case I can.

I think it's possible but would be a pain to deal with. If you're looking for it to match the theme's style for shouts then it would be prepended to the shouts but as soon as someone posts a message, it would disappear. To fix this would need a `for()` function but even then I have no idea how they work as I've never had to deal with them.

So if we say that you don't want it to match the shout style, it would be as simple as prepending a message to anywhere on the board for administrators to read. In that case, I suggest that one of these two codes would suffice.If you're looking for a user-friendly code then I suggest my own as Cory's is aimed mainly for people who know HTML & JavaScript whilst mine is aimed at beginners & just general forum creators.
