Light isn't like regular objects. For instance, if a bullet is going 200 mph, and you go 200 mph, it will appear like the bullet isn't moving. If you go light speed, the light wouldn't appear to not move (unlike the bullet). The light goes light speed from the point at which you view it. Therefore, the light would shine as it normally does from the car. Obviously though, it's impossible to go that fast anyway. I learned this from the Science Channel.
