It'd probably be a single country or two, it'd take hundreds of years to colonize and get multiple colonies.

I'd say get the planet, or part of the planet, secured for life and also fix Earth at the same time.

Then send out some preliminary groups of people to make sure that life would be okay on the new planet. The thing is, would people who are so used to the creature comforts of Earth (like Air Conditioning, which during the summer is always accessible during the day at stores and such), and the availability of nigh everything (for a price), be able to survive in a place where we are basically starting from scratch again. I mean, sure, we know how to do all this stuff, but it's gonna take a while to get it all in place.

And on the subject of interplanetary real estate, if you get a chance, buy a lot while it's still cheap since it's not developed, when it gets to be more and more like Earth, sell sell sell and you'll have loads of money. It's not the price of the land that's a problem, it's getting to the land that's costly!

Steps to Survival:

1) Terraform other planets. Split population. Is it easier to fix an ant farm while there are hundreds of ants in it or just a few?
2) Move out slowly, careful not to deplete resources (it would be costly to ship resources through different solar systems.)
3) No armaments unless deemed necessary by united planets union.
4) Don't lose track of Earth. Have tech-planets or stations where people can go to for maps, information on how to build things, and whatnot. Ever seen Battlestar Galactica? Don't want to lose track of our blue marble.
5) Have some form of communication.
6) No country owns a planet. Humanity does.

Really before doing anything we have to study the planet......I mean if we find a planet that we breathe on, but has no water or food than we might as well not use it......I would at least study the planet for a year the least to make sure it has a good weather condition and other living conditions...

Heres a simple question for this......

Would you guys buy a house if you only saw the outside?

Assuming we already are fully certain of the habitability of the planet, I'd suggest that we allow for a 10-25 year period to analyze/study/develop the situation before we begin to establish any permanent colonies. Then let's have ourselves some Star Wars!

First they'd send over a team of explorers to research the planet and determine threats, after that go all out and start colonization and terraforming. Fixing the Earth would have to be a group effort by all countries that I don't see happening any time soon. The odds of more than one country colonizing the same planet, well, not so great considering the country with the technology would not be giving it up.
