Considering the people who are making the movie (Christopher Nolan particularly) this isn't about money. The first one made enough and got enough positive reviews that they can do whatever the hell they want with this one and still justify any decisions. And for the better, I may add. Batman is the only thing DC Comics has going for it right now.

Honestly I'd be happy if it had an R rating, then they could stop tip toing around most of the scenes that they don't add much to in order to keep PG13.

You don't know that for sure. We can't pre-judge. Don't stereotype directors based on other directors.
