CSS Question; How do I edit?

I hate to interrupt with a question that has probably been asked millions of times before, but I am well and truly stumped.

I'm trying to install the Golden Blades skin on a board that I am an admin at.

I (apparently) need to insert a chunk of CSS code as well as the header and body replacement.

However, it would seem that I can't edit the CSS. The place where the CSS is (apparently) supposed to be looks like this:
<% GENERATOR %><% CSS %><% JAVASCRIPT %>
and lies between the "Meta Tags" and "Javascript" boxes.

I checked at another board where I am root administrator - I can't edit the code there, either.

Am I missing something, or is there a problem with my Admin CP?

Please get back to me on this ASAP.

EDIT:
I have edited the CSS, but it doesn't look right.
