What make of PC do you have? Difference PCs have different ways to get into BIOS.
The CD, Have you tried it in another PC to see if you still get the same issue?

isn't it legal to download a game off the internet if you legally purchased it, and own it?

He did buy the game...
I wouldn't completely eliminate using a no-cd crack as a possibility.
I'm not saying that should be instead of fixing the problem, but as a temporary measure until it is fixed. A bunch of people with legit games use a no-cd crack because its convenient and you don't have to keep track of a cd when you want to play.

Anyway, somewhere on the BIOS load screen on start-up it should say something like F10 = Setup somewhere. The button may vary depending on your computer. When you find what that button is, press it repeatedly on start up so it will take you into BIOS.

Well wouldn't it be legal for him to download it because then he would be able to activate it. he could probably contact the game maker and they would direct him to somewhere where he could download it with instructions, (not like a warez site but like one of their sites where they keep the games in case something like this happens)
