Is there a way to make a code that checks another site is working?

What i mean is a code that would check a URL to see how fast it responds and if it responds in under 5 seconds then it displays the word online.

This isn't for an IF board its for one or two of my sites, as i have a ring and this code would help me see which sites are still active/online

just go to run (in windows) type cmd then the command thing should come up type pin www.doman.com
it will tell you the respond time
